Can alts still buy FC houses, regardless of how many homes they own, in any fashion, on other characters?

As far as I know, yes, each character can own both a personal and FC house.

They really should make a limit of one personal and one FC house per data center, per account, going forward. While there are people abusing the system, it's best to not punish legitimate players who were able to get multiple plots in the past following the rules of the time.
