No alts can't by a personal house if the main owns a personal house on a particular server.

Thank God for that.

I agree, all characters from the same account on the same data center should have full access/permissions to the house the player owns. Having to use the FC bank any time I want to send things from my crafter to the homeowner's a right pain. It would be so much nicer if I could just use him to do the decorating.
