    Confused, how do I unlock rank 3 clan hunts

    I really don't know what I'm missing but I can't figure out how to get the rank 3 clan hunts to unlock.
    I have 'Better Bill Hunting' complete, I've completed my Grand Company hunting log and I'm lvl 90.
    I've spent a long time looking for an answer to no avail. Anyone know how I get 'Top Marks' to unlock?

    "Top Marks" is not unlocked in Ishgard like the lower ranks, but in Idyllshire.
