If I were to take everything I've been hearing from both sides adequately, that would mean they made the base crit rate/damage weaker, but the gear more effective. But I would like to have confirmation of that theory, and sadly I have no parses of my own to compare against pre-patch. So even if I were to start researching myself, I'd have no basis to work from.

    Absolutely, without testing crit rate/dmg before and after the hotfix, we're splitting hairs based on wording.

    There's no issue with the wording. Those stats, like most others, were severely gimped by difference in level to the point that they did next to nothing against high level monsters. The wording clearly states the algorithms were changes so that their impact is more pronounced against high level monsters. Ergo, they are buffed.

    That being said, crit rate like anything based on probability requires thousand upon thousands of trials to allow the probability to present itself.
