Why don't they have it so that when you go to the placard you will need to resubmit the gil again before you can claim the house? If you hadn't requested a refund then you can just claim it there and then. Giving players a free house potentially up to 50m gil in value just for being inconvenienced is so dumb.
Because implementing that would be additional work with the risk of introducing more bugs. Why this is not the best solution:
What compensation is SE offering to those who had an entry on a plot affected by the bug and have been stressed out for the last month waiting to find out what is happening just to learn they lost?
They're not offering anything other than a big "guess it sucks to be you". Those players are now double losers because not only are they not getting a free house, they have to start the process over and will still have to pay should they finally get a house in a future lottery.
Also, someone who entered for a small and has been left waiting has been under the same stress as someone who entered for a large. Why does one player get only 3-4 million gil as compensation but the other gets 47-50 million?
Either compensate every player affected equally or compensate none. The worst response is to compensate only the winners and to do it disproportionately when all affected have been under the same stress.
I don't have an issue with SE offering the winners a grace period through the end of 6.2 to pay for the house if a refund had already been collected but they can't just let them have the house for free when some can't even get a house and others have to pay.
Hopefully this entire situation is a wake up call to SE on why they need to revamp the housing system entirely.

Maybe the error happened in such a way that it became impossible to know whether the player claimed the refund or not. It seems like a "just roll it out quickly, we'll trust the honor system" kind of deal. Which is a very Japanese way to solve the problem, I guess.
When "please do your job" becomes a unreasonable request, something went wrong somewhere.
They'll definitely know if someone has reclaimed the gil already or not. If there wasn't you would be able to click on the placard to get a refund multiple times. Once you've claimed it it will mark on the server that a refund has been issued and not to refund that same person again.
Similar logic is why I'm not in love with the idea.. personally the idea of compensation for the stress seems alright, but like 50mil seems like.... ...... a lot. lol.Why this is not the best solution:

Can say it sucks to be SE in this position, not generous enough people will be upset, too generous and people will be upset, middle level of generous might be a happy medium but you know people will still be upset hahaha.
Not going to flip a table at free 50mil being tossed about, but it did make me raise my eyebrow upon learning that. (Hence previous post said I don't really care, but did want to say free 50 mil is pretty sweet deal that I imagine a lot of people would have loved to have the bug affect them then lol).

Well, the last update was disappointing on many levels. I have to say a few lucky people getting free houses out of it does not sit right with me. It does nothing for the losers and nothing to address the core issue, which is the extremely short supply of houses in the game.
Does anyone know what the reaction is from the Japanese Community?
Exactly. Despite them framing it as an apology, and it is to some degree, it's really more of a "let's just move on." Could they have devised some way to re-collect money from winners who took refunds before awarding them their house? Sure, but it would have likely involved even further work on a system that (hopefully) will never need that functionality again. Clearly it's not as simple as just "press the button to do the thing I want" despite what some people seem to believe it would be. It would also potentially mean a return to plot sales being open would taken even longer.
For all those complaining about the honour system payment, would you really be okay with waiting another month (or more) for some sort of resolution? Would you promise to not complain about even further delays? Be honest.
