Steps:
1. In Windows, go to Settings and then enable Sticky Keys from the Accessibility section.
2. Launch FFXIV, login your character.
3. Keybind any action to "CTRL+1".
4. Push CTRL (enables Windows' Sticky Key for "Control").
5. Push the 1 key.

The action for whatever is bound to 1 will fire instead of the CTRL+1 keybind.

Instead of 2 buttons in sequence, you need to push 4 buttons in a sequence so the "Sticky Keys" feature "works":

1. Push CTRL.
2. Push CTRL again. *CTRL key is now locked and ready to modify*
3. Push 1. *CTRL+1 keybind*
4. Push CTRL to turn off the "Sticky Keys" feature.

If you try using sticky keys in Notepad, you will see that Shift+A (SHIFT *pause* A) will print a capitalized "A". Double SHIFT acts as a capslock.
