"Reward already recieved" for pandaemonium circle 1

Date & Time: Today, around at 19-20 server time
Frequency: so far happened once
World name: Omega
Character name: Zuksa El'thale
Party or solo: Party through party finder
Area and coordinates: Pandaemonium circle 2

Cleared circle 1 on the previous week and wanted to prog circle 2 today and leave reclear of circle 1 for later. As we went in i received a pop-up telling that it's "beyond your current story progression" and was told that it would apply only in case if we kill the boss. We did not kill the boss, and yet i see the "Reward already received" for circle 1. What in the world is going on? Would it be possible to nullify that loot forfeit?

You can not do them out of order, by even entering 2 first you forfeit your loot on 1.

If that's so then it's an extreme oversight because it's not mentioned anywhere in game, so that even full party of people can't tell that it's the case. Like, there's nothing on it in the help guide or there are no such rules in normal version.

If you try doing P3S and have not done P1S or P2S there is a MASSIVE warning over your screen telling you that you will forfit the ability to lot on previous raids for that week
