3rd party category list

Due to the nature of what has transpired since Yoshi-P's re-iteration of the 3rd party ToS (people spam-reporting users for the mildest of offenses), I feel like a blanket rule like this is no longer sufficient, and a more specified list needs to be created.

I appreciate that not every third-party tool can be identified on this list, but they can be split into categories from 'most egregious add-ons' (aka giving you the ability to cheat) down to 'minor cosmetic tweaks/enhancements (such as g-shade), because they shouldn't be punished the same.

This has been an issue that's been stewing for a long time, and since the player mentality to using add-ons is changing, the ToS should be reviewed (and potentially updated) to reflect this and provide players some clarity, as opposed to more confusion.
