Then you really dont understand how mmorpgs work, there is always a HUGE wave at each xpac with only a small percentage staying after the first few months.
And considering during the end of SHB and start of endwalker was the moment the most wow tryhards arrived, it makes absolutely sense the downloads would be that high since it would be one of the first things these kinds of players download.

And dont assume people who use ACT are parse obsessed tryhards either, many people who use ACT just use it as a personal display to check if they are beating people on dps or not and feel good, not much else, and of course never mention it or show it on streams

So you are definitely talking about a small tiny minority
