"I'm a bully, I want to use the report function to bully people, I have no proof of what they're doing, none at all but SE has enabled me to be a bully"

Careful what you wish for, file enough false reports, you'll find yourself going to jail and sitting on those same "dead" servers you're talking about, because false reporting constitutes as harassment and they do Not take kindly to that.

Edit: Yes, before you say you aren't, that's exactly what you are. These people aren't hurting you, they don't actively go after you, they aren't doing anything to you, but you feel emboldened to go after them because of 4 and 5chan which is straight up against SE's harassment policy and if you keep filing false reports and bragging about it, people will turn around and go "yea you know that William guy who keeps following us around and yelling he's going to report us? let's report him back"

Difference is, you can't prove they have mods, they can prove you're harassing them. So if you really want to put your account at risk, by all means go right ahead.
