Making draconian terms of service has done nothing burn turn others from active aggressive to passive aggressive.
Seriously though, have never been part of online community that has so mastered the art of telling someone to sod off without actually telling them to.
Watching mentor making snarky passive aggressive comment after passive aggressive comment towards my friend when she dared suggest Dismal Darkhold/Qarn are not fun dungeons was.. something. "Sounds like you are blaming the mechanics because you cannot do them correctly." is peek small shaft energy. She just thought placing the stone heads or being forced to stand around on the magitek circles was silly..
Heck! Half of replies to my posts are these biiiiiiiig long wordy tirades with enough of diverse vocabulary to make a literary major blush. Would prefer to be told to sod off. At the least I would know how the person feels about me without the fifteen pages of derping around. Might even be able to come to the understanding sooner.
TL;DR - The people who would say mean things have not stopped doing it, they have only found a TOS friendly way to do it instead.
They have barely been enforced so no, not too rigid.

Speaking as someone who's never had any issues, the rules are "rigid" in that they're generally non-negotiable, but it's the enforcement and handling where things become somewhat more relaxed, bordering being just... lax in general.

The rules haven't really changed much.
They've only been clarified over the years.
And now that the developers are disappointed in the players not heeding said rules, they're enforcing them a bit more swiftly.
It's not like they haven't enforced rules before. GMs taking action is nothing new. People are supposedly shook and shocked but this isn't abnormal.
The games just a lot larger than it was 3 or 4 years ago, and not to mention The Great WoW Migration who brings in players with different expectations of what's allowed. So there's a lot more people overall breaking rules, and as such a lot more people getting punished.

It is what it is.
Achievement Discord is a collecting community that welcomes anyone who wants to achieve in-game, including hardcore collectors, casual collectors, and anyone trying to collect something specific, such as mounts or minions. This is a place for collectors, to come together on All Data Centers. It's a way to share goals and work together as not every achievement is solo, so getting like-minded people in the Data Centers together can help do that. https://discord.gg/ffxiv-achievement
Do you see how annoying I am here????? And I've never once had an issue. Never once. So no, their rules are anything but rigid. lol

Eh, a bit, way more than any MMO in the west, for sure. I think it leads to some weird behavior, as in, we all had to deal with that person that is super passive-aggressive and ends every sentence with "xD" or "" despite you knowing full well they just want to let out their anger at that point(aka every other Party Finder group). As for modding.. My stance is that it would be fine if they would take their time to implement some of the QoL stuff some mods add. Like damn, Yoshi-P wasn't even aware how much high ping impacts the animation lock in this game after 9 years since ARR. Like damn, I am pretty sure the only data Squenix collects on ping issues comes from Japan, but lo and behold, XIVAlexander fix that for anyone living outside of the US/Europe. I mean, if you aren't going to fix the game, not going to add new servers on SA, at least greenlight the damn thing.

I had no issues for a very long time. Then I got a warning out of nowhere, and, to this day, I still don't have any idea what I supposedly did.
