Is using gaming software really not allowed anymore?

There's no "anymore" about it. It's never been allowed. Yoshi-P has been pretty consistent with this. There are tools that they are willing to overlook because policing them is more trouble than it's worth, but they're not going to flat out say what those tools are because they don't want to be snared into a back and forth on why they're permitting/not permitting your favorite/least favorite tool. Instead they took the easier route of just banning everything across the board. I saw an interview last year where he basically said that while they would rather spend their time on improving the game, they can step up enforcement at any time, so you're using addons at your own risk.
