I don't get why people say that he advertises the game just by streaming it, and in the same breath say he doesn't advertise mods by using it while streaming. It's kind of a contradiction. That's the agreement on 3rd party tools, right? You don't talk about it, you don't use it for toxicity, you don't advertise it, SE won't enforce it so strictly, but you can't cry if you get caught because you know (and they already told you) it's against the rules.

And let's get this clear, people didn't get mad at him because of his stance on 3rd party tools/mods. People got mad at him because he berated people in his chat, and banned them for disagreeing with him. That only works for certain streamers' audience, and his audience is not one of them. He got a lot of people mad, and he got brigaded for it. The 3rd party stuff was just the ammunition Pyro gave those people to get him banned. He got brigaded, so you can't expect SE to put Pyro against probably at least dozens of reports and say to those reports, "Nah. This is all right."
