People using these tools to reliably clear ultimates so they can later sell clears encourages lazy people that want shiny things to buy from RMT which makes the RMT stick around and make more bots because as long as people keep buying from RMT they won't go away.

I feel like the STF is the single biggest factor in why the bots are allowed to run rampant.
They are not nearly as reliable or responsive as the GMs when it comes to getting offenders punished; partly because you can't actually communicate with them as they never reply to reports.
I think at minimum we'd need a dedicated STF for each region because four people cannot reasonably keep an entire game's population of cheaters in check.
The vast majority of the bans are directed at expendable fluff accounts whilst hundreds of level-capped DoH/L bots and others are allowed to dominate the economy for months/years on end.
The numbers mean nothing.

RMT bans are not player bots. RMT is mostly throwaway accounts that hack and can be detected, but don't care because their purpose is to bot as much gil as possible before each banwave then start over again. It looks good on paper, but even when they ban a few thousand of them, they just come back.
They can't detect player bots. Craft bots, gathering bots, market bots, PvP bots and many combat bots aren't banned because SE can't scan their computers and detect them. They have no power over them and don't even try to address that.
