
To come up with rotations, ACT is not needed, you can do the calculations per hand if you really want to, ACT in this case just does that calculating for you
I'm sure people who made optimal rotation and shared them wrote every damage they dealt with each skills and calculate the damage and repeated the process every single time for every rotation they tried.

You can literally access logs within the game. Otherwise ACT would not work.
Spoken like someone who has no experience in that field at all, but decided to throw in their opinion and state it as fact anyway.
The majority of players who think their rotation is fine because they read their tooltips, feel it's good or haven't had any visible issues are actually doing rather badly, poor uptime, messing up their rotation and so on and will never realize it.
Going through the damage log with a calculator to determine the optimal rotations, openers and interactions is like doing open heart surgery with a butter knife.
