Why not a warning?

So I should be held accountable for the entire playerbase on my first warning and be held to a 10 day suspension ?
And what of a new player who may be unaware of these rules/histories ?

I believe you have to agree to the terms of service to play the game so if they weren't aware of the rules, that's on them. Doesn't matter how new they are.
