Unfortunately, in this game, bans are pretty much the equivalent to warnings. Even a "warning" leaves you open to any other minor "offense" leading to a strike. A ban is a full on strike, two more and you are gone, permanently.

They knew what they were getting into. To be sure they cannot give a warning and detect they are not using addons. This means giving a warning such as remove your addons or you will be suspended doesn’t work.
This is on its face not true. If you get pulled into gaol and then told why, and you continue the behavior then you getting a ban is not something anyone can complain about. Thats not the case here and there is no evidence to think people would ignore a warning like that.

but years of warnings in live letters and posting by Yoshi saying "dont use 3rd party addons" isnt warning enough? apparently a lot of people DID ignore those. The ToS saying "dont use 3rd party software" isnt enough of a warning? This is on its face not true. I understand you are in the camp of "well they said not to do it for years, but this is the first time they caught me so it should just be a GM visit and I am scott free" but I think a suspension is a firmer version of "dont do this" since verbal warnings, written warning have not been enough. a vacation does tend to ensure compliance. which is why I think they need to start banning gil buyers, do that enough times and the sellers will not be selling that much, and the number of bots decrease. banning brings the tenuous nature of your connection to your game account to the forefront.. a chat with a GM does not.

There were warnings, sure, but very little action. Two wrongs never make a right, but in my opinion, SE is more at fault here than the player base. Don't make warnings if you don't have the balls to back them up, I say. I think the problem is they didn't want to have to get heavy handed, but in the last year things have gotten more and more excessive with people flouting their mods and plug-ins in SE and the publics faces.
Like, everyone knows raiders use act. But people used to hide it a lot more. Now we've got people stream g with plug-ins, ui mods, and all sorts of modifications all over in plain site.
Like... They did this to themselves, and this is a case of thinking nothing would happen because "reasons"
