If you could understand the life that G'raha had led up until the passing of Elidibus- when things had finally calmed down- then you might be able to show only a little empathy for the man. He's been through a lot, has seen a lot, had suffered quite astutely, and bore himself through it using the WoL as a role model/aspiration. While Endwalker G'raha can easily be seen as cutesy, or even fan-service in behavior, it still fits the man's character, as he no longer bears a terrible burden he had once carried for the better part of his life and only wishes to live out his dreams of becoming an adventurer standing beside a figure he could only read about in essence in fiction. Well, his personal yearning, anyway. I'm sure he's still one of the first that would jump in to save the world if necessary.How he went from a guy caught in a bad situation where he had to lead even when he felt he wasn't good enough to lead to a cardboard cutout of a character that does nothing but fawn after the WoL. The sad thing is that you can tell when the writer has to write him as the exarch when he has to do something of significance only for him to revert back to the WoL's cheerleader. It's actually kind of a bummer they write him like that, lol. Personally, I would not mind him fawning over the WoL if he cuts it back to a third of how he acts in EW so he's more endearing and less annoying.
I despised G'raha before he left for the Crystal Tower, and was moderately impressed with his candor come the Crystal Exarch. Only after he showed signs of having his own personality inside of that persona did I start caring some about him; and while the ear animations and hand-wringing are somewhat too plenty in cutscenes post-Elidibus's fall, I rather enjoy that he's of the mind or heart to express himself after spending a lifetime bottled up and locked up.
As for the reversion of personalities back and forth to suit the writing: I both see it and understand how "stocky" or "jarring" it can get. I'll admit that I felt the plot too convenient (and rolled my eyes) when G'raha used Levitate or whatever after the Tower of Zot. G'raha isn't my favorite XIV character, but, to me, he's nowhere near one of the unbearables.
Edit: sorry, I didn't mean to sound as if I were judging you or saying you felt he was subpar/etc. I realize the first part of my response sort of insinuates so. Apologies.

To be fair to G'raha, if I spent about a century slowly turning into a stone only to one day return to my 21(?) year old self, I'd be ecstatic too. Plus, I like that little existential crisis of his about being unsure/scared whether he's the Exarch possessing his younger body, or the younger self who absorbed the Exarch's memories.
