Ability CD displays false?

Whenever I use ability with a CD if I use it the moment it shows available the icon reverts back to greyed out and timer then shows 1-3 seconds left again. Everything else works fine. Happens all the time, can recreate it easy on a training dummy. I can use other abilities when timer resets as well which execute fine.

I have a video of it I uploaded on youtube but not sure if I can link it here. Ping to servers is normally 58-70ms with spikes. This has been happening at least since Shadowbringers launch but I have not been able to find a solution or it anywhere. It doesn't affect gameplay other than I need hit a button again in 1-3 seconds. I have confirmed I have this happen from 3 different geo-locations and with 3 different ISPs and on 2 different PCs... so I'm out of options.

- Are you using a wired or wireless connection?
- Do you have any firewalls or anti-virus software installed on the machine if are using a Mac or Windows PC? If so, which ones do you have installed?
- Internet Service Provider
- Location/Region you are in (Not in game, your actual location)
- Does any specific error message/code occur when the issue happens?
- Does the issue only happen with one specific character, area or time frame? Please clarify.

Wired connection
Windows PC, FFXIV is allowed on Windows Firewall as well as on the AV (WIndows Defender in this instance)
ISP is Google Fiber
Region = United States, Georgia
No error messages
Happens all the time

Will also note I alsohave this happen on a separate laptop while traveling:
Wireless Connection
Same Firewall/AV settings
ISP = AT&T
Location: Massachusetts, United States
No error messages
same character (only play the one)

after some test dummy... testing this happens on all abilities with a cooldown, normal GCDs seem to fire off just fine. Tried with DRG and WAR.
For clarification the laptop above was while I was traveling the first device is my main device but I still have the issue with both on two seperate ISPs and while in very different regions.
