I'll take a swing at that because I've only had Rescue used on me unnecessarily.

Provoke/Shirk is definitely more effective if you want to kill someone, but it doesn't carry the additional problem of removing your control of your character. In terms of user experience, things that negate control of your character are incredibly annoying (that includes stuns, hysteria, heavy, bind, etc etc). Now, most of the time, it's an NPC/the game who is removing your control from you and is a part of an avoidable mechanism or at least something that is predictable and meant to be mitigated in some way.

Rescue is the only non-PvP instance where another player can possibly control your character and the idea of someone having the power to control what your character does is just something that people generally don't like the idea of (especially siblings who have had their controller taken away from them by a brother/sister I'm sure). Whenever you look at PvP, you can also see the annoyance/frustration surrounding crowd control, it's generally from the same base idea.


That being said, while I understand the frustration, I don't think it's anywhere near the level of issue that people are making it out to be. I'm just explaining the difference. My experience with rescue has been:

1. Pulled back way before a meteor hit in an alliance raid
2. Pulled to the next dungeon pack that I was on my way to as tank (I had been wall-to-wall pulling the whole time)
3. Pulled to a "different" (wrong) position during an EW dungeon boss

People would MUCH rather play the game themselves and make the mistake than to give control over their character to another person. ESPECIALLY whenever they aren't "making a mistake."
