Indirectly it actualy still is, but i was looking at an other aspect. Note i was stating that skill can just balance out things without affecting too much, not that excessive skill is needed.

The reason people force it is because it is easy (effectively no skill required), and easily exploited. If everyone was forced to play with that low level gear, the raid would be harder and could effectively require the same effort as a lvl 60 or 70 one. Skill diffirences in players are usualy enough to compensate here making it possible to have all raids feel equaly difficult, which protects the newer players here. Thats where the skill of player covers the situation. Some players will carry the raid no matter which.

The 2nd thing of not unlocking the other raids is something you cant (and shouldnt) do anything about in preventing them from doing the roulette. There are a lot of quests in the game and sometimes you simply arent going to trigger all the quests instantly. Making such raids easily missed. I also think its bad if a lvl 70 character (which is also in lvl 70 msq), is locked out because he effectively wasnt able to do the lvl 60 ones (queue times can be a lot higher). Still, it would be a decent metric for scaling rewards: the more unlocked and available through the selected gear, the higher the reward (instead of just using ilvl/lvls).
