Hrothgar fur colour is linked to the setting used in other races for hair colour, though. So I can't see them being able to change it without linking up Auri hair colour (or possibly limbal ring or face paint) to scale colour, which would require a redesign of everyone's characters and NPCs around it.

It seems that they can change what each setting does, exactly, but not how many settings there are or what types. They can't add a new colour palette, only repurpose one that already exists. It's why Hrothgar didn't get hairstyles to begin with and why (or so I am told) they only have it now through an illusory route that's actually affecting the same data as the Face setting, presumably with some middle layer of trickery between the character creator UI and storing the setting – I suspect that's what has taken them so long to develop to allow hairstyles, rather than the actual conversion of the models.
