CPU Usage Spikes Causing Control Loss

Over the past week I have been having issues with the game seemingly stuttering intermittently to the point I lose all audio and control of my character for 2-5 seconds at a time, afterword everything is fine again until the next random spike.

These stutters coincide with my CPU usage spiking to 100%. While the issue is happening, the rest of the application is fine, everyone else moves around and there seems to be no other symptom other than loss of audio and control of my character. Which includes being able to use my mouse but not my controller.

I have not been able to determine if the issue is hardware or software related. I have tried methods to solve both including reinstalling the game (twice and on to two different drives). I tried migrating my os to a newer drive off one that I thought may be failing. I updated my drivers and tried running the game in both dx9 and dx11. No matter what the issue persists. The issue did not start in conjunction with any major system changes or updates either. At this point, I'm at a loss where to proceed next other than the nuclear option of having a fresh os.
