The reason housing is 70% personal is because FC demand is lower than some like to claim.

Setting aside 75% of the new housing for FCs was way out of line compared to the real demand. There's a reason why most of the FC wards had half or more of their plots with no entries at all in the first lottery period - that much demand does not exist among FCs. What's even worse is when you wander around and see the number of the claimed plots owned by FCs that now have fewer than 4 members. The FC Master got their house for personal use - no need to keep the superfluous members in the FC anymore.

SE might have made FCs the target audience for houses but that doesn't reflect where the majority of interest actually lies. Most players could care less about FC housing because they do not benefit - unless they're running the FC, of course. The FC Master reserve access to the house features for themselves and sometimes their officers, leaving their members without access to the content other than the ability to visit the house. That increases the demand for personal houses because that's the only way the average FC member is able to engage with the content.

By the way, bad choice of throwaway character to post on if you're trying to get people to take your argument seriously. The profiles for your FC and its members plus a visit to your FC house says much about why it's a problem to prioritize FCs
