I catch that pretty early on even before i hit bronze 2. It is too slow and too weak to be in a DPS toolkit that requires a lot of set up.

SCH can do must better and stronger DoT for practically no problem or set up. Burn DoT is just too weak, too slow, and extremely high opportunity cost for the troubles BLM has to go through.
