You are, and you aren't forced to progress alts. It's a nice bonus. You really just want to park alts at certain ilvl thresholds for awhile, so you can earn gold and farm mats from content. You then funnel that into your main. For legion raids, optimally, you want to have 6 characters, eventually doing them every week. In Korea, that's the bulk of your weekly gold income. If you have more than one of the same character, you can send them class accessories to further min-max. You can play one character, but your main progression, and income will be slowed as a result.

The game is very heavy on roster (or server) progression alongside your characters. For me, it's more of a matter of that I don't really want to play alts much at all. For an altoholic, that also likes to raid, they'd probably really like it. Regardless, I have kept up in progression on my sorceress, and I am not behind at all. Well, I'm behind whales, but that's a given.
