1. Check FC actions available for purchase
2. Verify can purchase FC Actions Fleet-Footed I and Fleet-Footed II
3. Verify crafting recipes - can craft Grade 1 Wheel of Swiftness (charges to grant Fleet-Footed I)
4. Verify All Atherial Wheel recipes are unlocked for FC
5. Verify Grade 2 Wheel of Swiftness is in FC Workshop Company Crafting log (it is - this charges to grant Fleet-Footed II)
6. Look for Grade 3 Wheel of Swiftness in FC Workshop Company Crafting log (this would charge to grant Fleet-Footed III). This does not exist. Grade 3 Wheel of Swiftness does not exist.

Is there a reason why Fleet-Footed is the ONLY FC action that does not have a Grade 3/Tier 3 action? Every other FC Action has Tier I, Tier II, Tier III. Is this an oversight? I would like to create and use this for my FC, but that is not an option since it can not be crafted.
