Doman Enclave was the way this was handled in Stormblood. It's a unique zone for each person, if I understand it right, so someone who walks in there the first time still sees all the rubble, and has the option to rebuild it from scratch.
Then they made the variant on the original style one with Firmament, and each person having to help rebuild the city. It was an incredible experience to see the new housing district form one patch at a time, and to participate in the rebuilding via the FATES. It's a shame that no one else will get to experience it ever again.
I would only want them to do it if it can be handled like the Doman Enclave and evolve with the player's progress through the story.
As a late arrival to the game, I really feel like the finished state of those towns gives a disconnect between what people say and what the town looks like.
I'm disappointed that they went back to it for the Firmament, too.
