I can't say these answers are correct, but with the limited information we have now, the below are likely answers.
* Players who are unsubbed as of 5/16 win
Just as unsubscribed players have their housing returned to the pool, their time to complete the transaction will expire returning the house to the pool available.
Their refund (with penalty subtracted) will be available at the sign board for a limited period of time, I believe 90 days.
* An FC member who has won is temporarily unsubbed
It does not look like it is technically easy to transfer a winning ticket to another player. Remember the lottery server does not know who has which ticket number, which also means it does not know who is subscribed and who isn't.
They are still a member of the FC, but see the above answer.
Just as an unsubscribed player won't immediately lose housing, an unsubscribed player will not automatically forfeit their win, there will be a deadline to which the transaction must be finished.
If they do not subscribe and complete the transaction by the deadline, the same as the first answer will occur.
* All bidders on a plot are from the same FC, however 1 or more FC members have left the FC and their number wins
I do not believe we have seen an answer for this pattern, however I see three possibilities.
Since the lottery server has no idea of the which player owns which ticket it is highly possible if they follow with the transaction, and they have permission to purchase land in their new FC, completing the transaction will award the house to their new FC. If they are not a member of an FC, the transaction can not be completed, in which case we do not know what will happen.
1. The housing winning ticket is invalidated (due to FC change) and the transaction can no longer be completed
2. The winning ticket is still valid and the house is awarded to the new FC they are a part of if they choose to complete the transaction, or accept penalty for canceling the transaction
3. The winning ticket is still valid but they are not any longer in a FC so the transaction can not be completed, there is no FC to award the house to.
How refunds will work in these situations we do not know. I believe these patterns have been taken into account, but not shared with us.
* All bidders on a plot are from the same FC, however 1 or more FC members are presently unsubbed
As shown above, they are still a member of the FC, and even unsubscribed, you will still meet the 4 person requirement in the FC to purchase a house, and the transaction will be able to be completed, if one of the currently subscribed members is the winner. If the winner is unsubscribed the lottery ticket will forfeit (count as not completing the transaction) and the house is returned to the pool of available houses if they do not resubscribe and complete the transaction by the deadline (refund minus penalty fee).
I see a couple unanswered patterns above...
1. If the FC no longer meets the requirements for a housing purchase if the FC member count drops below 4, what will happen?
2. The winning FC member no longer possesses permission to purchase land, what will happen in this case?
3. If the winning player is no longer a member of the FC, will completing the transaction grant the house to their new FC?
4. The winning player is no longer in an FC, the transaction can not be completed, will the full purchase price be refunded?
The case that an FC member is kicked from an FC after obtaining a lottery ticket for a house is a pattern that can happen.
Will that person be able to receive a full refund? Will that person be subject to the penalty fee for failing to complete the transaction?
Yes I believe there are a few patterns that we no information about.
It would be nice if the development team shared what would happen in these conditions.
Also concerning gil collection for those who have already collected their gil, on a winning ticket 0 house, it has been said that this is currently being considered, rest assured, the gil will need to be collected if refunded, or the system will know if you have not collected it. In either case, it is safe to claim your gil now, but have it on hand to complete the transaction when the housing results are uploaded into the housing management server.
I think we need to wait a little longer as I am sure we will get a more detailed official answer as the date that the bug fixes and recovery nears.
We really need an answer from the community team and/or the development team about these various patterns, I think we just need to sit tight and wait for that.
These are just some thought, let's try not to speculate too much and wait for an official answer, we have plenty of time.
