There are too many scenarios that requires the combo buttons to be their own buttons for it to ever work in the "pvp style.

Again, what are you talking about, and how does it relate to what I said? What examples, and what do they have to do with cleaning up button bloat in PvE?

Introducing pvp combos into pve would literally ruin this game.
