It is the same problem in PvE but less chaotic.
First of all, as others have said, move your team frames for easier access and readability.
This can be done by opening your HUD Layout and selecting Duty.

Second, the Tab setup that's worked the best for me looks like this:
Under Character Configuration -> Control Settings -> Target Tab, change Target Type to Cone.

Under Keybind -> Targeting tab, bind Target Nearest Enemy to Tab, and bind Cycle through Enemies (Nearest to Farthest) to Shift+Tab.

You can then easily select the closest enemy to you (which is a godsend in the early poke battles),
and once you have them selected, Shift+Tab will cycle your target away from them based on distance,
so if there are two enemies on the point and the one you're targeting puts up Guard, you can easily Shift+Tab to their friend.
