Grade 3 Wheel of Swiftness does not exist in Company Workshop Recipes

When viewing the Company Crafting log, Grade 3 Wheel of Swiftness does not exist. All other Grade 3 Aetherial Wheels do exist for crafting and the Grade 2 Wheel of Swiftness exists for crafting. And the Grade 1 Wheel of Swiftness existing for alchemist. When will the Grade 3 Wheel of Swiftness be available for crafting in the FC Workshop?

Steps:
1. View Company Crafting Log from Fabrication Station
2. Ensure All Grade 3 Atherial Wheels are unlocked
3. Look for Grade 3 Wheel of Swiftness
4. Grade 3 Wheel of Swiftness does not exist
5. look for Grade 2 Wheel of Swiftness
6. Grade 2 wheel of swiftness does exist
7. Verify no new Aetherial wheel schematics need to be unlocked (all Atherial Wheel schematics are unlocked).
8. Check company crafting log again, verify that Grade 3 Wheel of Swiftness does not exist in FC crafting log from the fabrication station.

I need to verify this, but I believe this was removed due to balancing issues in end game content.
Can someone confirm as I find a reference?
All movement enhancements by all players are now equal.
A healer job (forgot which) was given a party buff that increases movement speed at the time this was removed.

If I am wrong I will reply with the correct information.
Can anyone else remember or confirm this?

Wheel of Swiftness replaced Wheel of XX for the reduced weakness after res. Swiftness is the extra duration on Sprint, that only exists in cities (and maybe other sanctuaries). All of the other FC Actions have 3 grades, so why would this one not? This is the brand new that was introduced at 6.0. It seems like an oversight that it wasn't included, but the grade 2 version is... not that grade 2 is needed because you can use the FC credits to purchase those where the FC is registered. the grade 3 ones require to be charged. Why would every other FC action have a grade 3 version, except for the one new one that was added?

The Wheel of Swiftness actually doesn't impact any end-game content because it doesn't apply to parties, it applies specifically to increasing the duration of sprint in a city-state.

The healer job action that was nerfed for new end-game content was "Expedience". And it still exists, it's just a 10 seconds sprint instead of 20 seconds.
