[PVP] Guardian making players uninterruptible while making claims

Steps:
1. Paladin uses Guardian on a party member who is attempting to claim an Ovoo or a
Tomelith. An in-game server tick is required to allow guardian to take effect.
2. Players attacking the covered party member will be unable to interrupt the claim
attempt, even if Area of Effect abilities and/or Status Effects are used.

Confirmed can replicate. Same thing happened with the same WHM and PLD pair in frontline capping highly contested ovoos in Onsal Hakair. I can imagine it will work identically on Seal Rock with tomeliths. Extremely unfun and should not be intentionally designed if it is.
