Paladin Requiescat buff doesn't apply to fifth Holy Spirit

1. Be on Paladin (at least level 68)
2. Use Requiescat on an enemy
3. Use 5x Holy Spirit on the enemy
4. Observe that the 5th holy spirit is around half the damage it should be, indicating that it isn't buffed.

At maximum level (level 80+) this isn't an issue, because Confiteor isn't affected by this bug (it has a fixed 900 potency, Requiescat is just a prerequisite to cast it). This appears to be a bug with Holy Spirit (and presumably Holy Circle as well, which only affects lv71-79 dungeons), due to the different potencies for with and without the Requiescat buff.

This is relevant because in level 79 and below content, Paladin is bugged and doing less damage than it should (around 250 potency per minute). Notably, this affects Paladin in old Ultimate Raids, i.e. The Weapon's Refrain (Ultimate) and The Unending Coil of Bahamut (Ultimate).
