I'm from Bulgaria too and I just called A1, since they are my ISP. The lady was nice to explain that all their expert staff are working on the issue and they are gathering as much info as possible to speed things up.
She said I could receive a phonecall between 17 and 21 today if they will need more info.
I just gave them the IP's of the both EU DC.
Also if most of you are on A1 or Vivacom just give them a call as that helps the whole process of fixing the issue. Seems VPN will be doing its work for now.

A quick update from my side, tried contacting Vivacom, but they refused to further investigate due to the fact that "the connection seemed to be running without any issues". Guess i will have to go get a VPN client, any suggestions? :/
idk about VPN but if you check one reddit topic where all dc IPs are displayed on CMD you can see the MS of each data center/region or just to test
i noticed for light dc getting 5 rows of request timed out
for JP used the same program to check each IP and for Elemental/Gaia/Mana the response had triple digit MS with 1/2 bars of request timed out with no information
does big MS mean instability or equipment issues if one of the rows with 259/259/260 ms adress includes the name of the company that created FFXIV?

If you are doing routing, this means that some steps/hops on the route just have ddos security and they are ignored and that is why no response or timeout. Higher ping doesn't necessarily mean instability, rather longer distance to said node or congestion.
