What's a proper fan? Each of DNC's four Fan Dances have a unique animation with their emphasized fans in full display. This was undoubtedly a pleasant surprise for DNC in ShB who wanted fans for their primary weapons and got Chakrams instead, so I have absolutely no idea what you mean by "proper fan".

If by proper, you mean having fans as a main weapon, well that's not going to happen. They could give us Chakrams that take on the appearance of fans, and I think this could actually work, but it wouldn't be a 'proper' fan. Just a fan that behaves like a chakram. The same can be said for ribbons like what rhythm gymnasts use. I am totally on board for either of these glamours for chakrams.
