I main rpr but i still dont know the answer to this because of so many inconsistencies and lack of rpr enemy players.

Can you purify hysteria? Sometimes it seems like i see people purify it off. Other times it seems laggy so idk.

You can Purify during it but it does not remove it

Already answered above, but you cannot remove hysteria with Purify. The reason you might feel like it's getting removed could be a connection thing. It's also only 2 seconds, and they aren't stationary during that time. They move directly away from you. So between that and the fact that you're waiting for your GCD to be ready, it could seem to fall off very fast?

When I play RPR (can't wait to try out the shorter LB buildup!), I expect to only get a single Reaping in before the Hysteria debuff will be gone, so my usual sequence is LB (pushing an enemy into my team) -> Void Reaping -> Lemure's Slice on the oGCD -> Cross Reaping -> and then carry on.
