Fc's need an income stream, as it is the market is flooded the sub drops don't retain their value long. There are many ways to make gil. Leave something for fcs. If want to work on sub stuff ask the fc leader to give you permissions to the workshop. So really everyone already can use a workshop, maybe not to send out subs but to build houses.
