However, if you want to do it OP, nothing at all is stopping you making your own FC, leveling it to rank 6, buying a house, and doing it. Just be prepared to put in a lot of learning and a large chunk of solo crafting/dungeon hand-ins to buy fuel.

Well, the lack of houses to buy is stopping people from buying said house and preventing them partaking in the system.

Which is why it shouldn't be linked to houses.

Fuel costs can be adjusted with any new implementation. With respect to time I don't think that should necessarily change for those wanting to do the content should have to work for it.

I don't think it should. Why should something that sells for 1 or 2 million gil be earnable with a few hundred GC seals?

It is always funny the arguments people make to lock the Workshop stuff behind an FC with a House.

Yeah, and what exactly do you need that income stream for? Are you paying taxes on your house?
The workshop runs on materials that are farmed via DoL and crafted by DoH. Any gil required is a pittance, or you just want to speed it up by buying that stuff on the Marketboard.

And then this gets thrown around: "There are many ways to make gil in this game. Leave Workshops to the FCs."
By this logic, FC members can make gil with all those other means. If you want an FC that hosts events or giveaways, start getting your members to farm and donate. You don't need to rely on the Workshop to cover it all.

Workshop Projects may be open to members in a number of FCs, but there are just as many FCs that lock it behind a privileged few. And the same goes for Airships and Submarines.

This further fouls up Housing, because now we have small FCs that want access to this stuff, and require a House to do so. The result? We get tons of small FCs taking up housing, specifically to get a workshop.

Countless times I've seen people say they don't care about Housing. They would be satisfied with an apartment. But they need a House for Gardening. They need an FC house for the Workshop.

Island Sanctuary seems like the first step towards part of this problem.
Adding the Workshop to the Grand Company and making it more accessible needs to be the next step.

Ceruleum Tanks do NOT need to cost Company Credits. They do not need to cost tens of thousands of Grand Company seals (that's utterly ridiculous and I don't even know why that was suggested as a thing.) It would be simple enough to set tanks at 100 to 200 seals apiece or less.

There is worry about this crashing the markets. Again...so what? The economy in XIV is dreadful already. There are players who have been around since 1.0 with billions of gil stashed away. Already seen people bragging about how they are exploiting the markets to gouge people when new furniture or glam pieces are available and require components from Voyages or EX content.

I can get why some want FCs want to keep Voyages as an exclusive feature. It's an easy way to make gil without having to really do anything. Just send it out and let it bring the loot back for you. Once you are leveled up, it's easy to outfit a Submarine to farm a given area for valuable materials. Or to run Projects for new Exteriors and then sell them for exorbitant prices.

I don't agree with the idea of giving the free company workshop out to any individual. I don't think most would actually want to deal with it anyway. A lot goes into building and maintaining airships and subs. I've been handling this stuff for my FC for over a year now. It's something of a drag and it only yields so much. There's a lot of downtime once it comes back with everything we're looking for. The airships are dormant until the day they hopefully expand that system again.

Consider reaching out to people to find out if you can get stuff made or just find what you want on the marketboard. Why does the dev team need to spend so much effort on something so trivial as an item you can just purchase?
