Old Entry Level account Home World Transfer rules still in place

I have an entry level account and am attempting to move one of my characters onto a home world where I have another already.

I assume this should be possible as per the 6.1 update that stats that "Accounts with entry subscriptions can now create up to eight characters per World."

However it blocks me from moving.

I assume this is an oversight?

Same, it also tells me I cannot move an alt character to the same server as my main. I am able to create a second character on the server, so it definitely seems like an oversight. I've tried seeing if my alt character is missing requirements, but the system lets me move forward with moving that character to any other server.

Just want to confirm here. This issue is now fixed as of the 21/4 maint to the service.
