I think you are conflating a fairly major bug with the system design there.exactly there has to be a limit. Lets be honest this housing issue is bigger then they are reporting . Thats why its taking so long because they know this is embarrassing but they wont admit it as it will damage reputation. Lets keep it real thats why its pushed back 2 updates .
As to the design:- We want housing for all, SE still want to limit it - for whatever reason. We think SE is wrong, but they keep doing it, only magically releasing new wards whenever the population grows (magic as they do it without adding new servers). WoW influx... 24 more wards magically appear. Never enough for anyone, but always enough to maintain a percentage.
As to the bug:- Yoshi himself said the delay "is inexcusable" and those are his exact words there, even if they weren't translated into English.
I don't think that SE are embarrassed by the lack of housing at all. I think that's their design. And if a number of people get annoyed and leave, at this time, more than enough keep coming in to replace the lost customers.

you are still defending a multi billion company who failed to deliver their paying customers with a properly tested patch before being released and then still ignoring a major issue while pretending the housing problem doesnt exist. Before you type something make sure you have proof of what you're saying
I am asking out of curiosity but is this strategy works?
If I find 4-6 trusted friend...
If they make 2 alts and 1 alt with unique FC and populate each other's FC with alts (excluding alt with FC)
We will have 4-6 FC with minimum member requirement suitable for lottery..
If I give gil them to get a house.. basically we go and join lottery for same house..
If we get house we also get refund but our chances 4x-6x times higher..
Is this works?
I am not going to do such a thing I have no house nor interested getting house just asking if my theory works :3

Delays do not repair their reputation. The longer the delays continue, the more damage their reputation takes.
If you want to keep it real, then be real. They're taking their time because if they rush out a fix and problems continue to occur, the damage to their reputation will be magnified several times over what it already has been. At this point, they need to prove to the player base that going with a lottery was the right decision and they're capable of implementing one that works. The sooner they get that done, the better.
