It's not an unwillingness to address it, it's that anti-cheat software, particularly client-side embedded anti-cheat, is "illegal"/falls under a weird gray area in certain places in the world and can be considered a violation of user's privacy in certain cases.

Also the fact that there is a massive community for modding, gpose, etc, and I don't think Square is dumb enough to neuter their profits that hard/welcome a riot of that size.

Ps4 is and has been hacked for years. PS5 has also been hacked but those responible are not releasing the encryption keys to the public.
