As soon as you hit level 54 on dragoon it changes Spineshatter dive to 250 potency and Jump to 320 potency before you actually get the trait, does not actually increase the potency just updates the tool tip, nothing big just wanted to let you know

This is probably not a localization issue. It's most likely a side effect of the job system itself applying the traited text to the actions at the assigned levels but before the quests because the part that updates the actions' Action Helps doesn't expect that some people will not do the quest for the trait. The issue is not unique to the DRG Action Helps and affects all actions that are buffed by quested traits.
