Lvl 90 Healer Role Quest not level locked?

Steps:
1. Finish lvl 89 role quest while at level 89
2. lvl 90 role quest becomes available
3. Accept the available lvl 90 role quest while still on WHM/89

I'm not sure this is a bug, as I do have a healer at lvl 90 (Sage), but I shouldn't be able to accept a level locked quest on a job that doesn't meet the level requirement, right? Coincidentally, while I was able to accept the quest, I wasn't able to enter the instanced battle because I did not meet the level requirement.
I tried to find other entries on the forum about this but the search function didn't spit out anything, I apologise if this has already been addressed in the past.

You can accept a quest on a lower level job than the quest is for, but you can't complete it.
