Steps:
1. I was reviewing Placards in the area on 04/16/2022 to see what all had had bids on it in the lottery. I noticed in Ward 2 where I had bid on Plot 17 that Plots 2, 18, and 22 were all successfully Claimed whereas I was Unable to claim Plot 17 due to the “Winning Number is 0” error happening.

2. Went to Ward 1 to visit a friend’s FC house. There I noticed out of the four plots mentioned from Ward 2 that Plots 2, 18, and 22 were all Unclaimed with Plot 17 being the only one that was successfully Claimed of those 4.

3. Decided to submit bug report in case this helps at all with finding the cause of the errors.
