Unable to enter Empyreum lottery for an FC plot despite the April 14th hot-fix

I've submitted this bug earlier via the in-game form, but also posting it here as more people might be experiencing this as well.

Attempting to enter a lottery in any of the FC Wards with the intention of relocating current FC housing results in this error message: "No more land may be purchased on this world by characters attached to this service account."

This is despite the April 14th hot-fix which was supposed to address this error.

However when I was testing if I'll get the same error message when interacting with a placard for a private plot no error was generated and instead my character was locked into a lottery for that private plot.

Attempting to enter a lottery on an alt character in my FC results in the same error message.

It is as if the lottery system only checks if I'm eligible to purchase new FC plots (which I'm not) and does not check if I'm allowed to relocate.

The plot ownership on my service account is within the current official guidelines for housing and the support team has confirmed that as such I should be able to enter the lottery and - if successful - FC housing relocation should be available.

We've exchanged mutliple e-mails with the support team and after verifying all the steps and trying out all the suggestions the final recommendation was to submit a bug report.

I've also pointed out that this is an issue that has already been reported earlier and was informed that this was addressed via the hotfix on April 14th, but it seems in my case the error still occurs:
"It is true that similar issues were reported to us and had been addressed by a hotfix on April 14th. Since the issue seems still to occur in your case, the bug report will help our developers to identify and eliminate any bugs still present and we thank you for your assistance in this endeavour."

I was not able to participate in the 1st Empyreum lottery because of this bug and I would like to know if this issue will be addressed before the next lottery begins. I understand that currently there are other problems with the lottery system and I sincerely hope this bug will not get lost among other issues that cropped up.

Untill they fix the current lottery problem, the game is still in it's first lottery round. You might want to take a look at the lodestone.
