There's no reason to expect it to be any different here.
You don't have time in combat to type out meaningful commands, and between the brevity of the matches and their strategic simplicity,
there isn't really any need for a significant volume of text outside of combat either.
Chat would just encourage players to sit in spawn flaming their teammates instead of participating in comeback victories.
I'm all for the addition of more Quick Chat options, but opening team chat up would have purely negative results.
In the 30 seconds before matches and during the 20 seconds it takes to respawn, you can plan out something fairly easily. Free chat wouldn't ONLY have negatives, if the dev team added a quick mute feature, like the video game you mentioned has. I stand by free chat having more potential benefit than the downsides
