...because people kept asking for Fc-wards only, arguing that FCs needed the houses more than indivuals since there are (FC) functions locked behind housing (mainly the workshop) and that FC-houses can provide more people with housing through FC-chambers and potentially everyone in the FC having a go at decorating, using things like the garden, vendors etc.

No matter what they're going to do, someone will complain though - because everyone is only looking for a way to increase the odds for themself (without realising that they'd probably still not get a house).

sounds like a problem of the devs own making doesn't it? why make it so hard to get a house that ends up causing people to try and increase their chances as much as possible?

Oh, I agree that this is a problem created by the devs - but suggetions like the one presented by the OP dont actually adress the problem. The only solution would be instanced housing - any other "solution" presented just shifts the problem (including "make more housing available for individuals vs. FCs - it still wont be enough).
