Before 6.1 it took you about 4-6 months to obtain 1 hellhound weapon unless you placed within the top 10 of a Feast season. Some might have even needed 3-4 seasons to get one weapon which might have taken up to a year. They were made hard to obtain originally and now you can just farm them with enough time Also I am fairly sure they don't want everyone to farm every item in the PvP shop within the first few weeks even though the lvl 25 armor could be obtained in 1 day but hey not everyone can play that actively.
