When does empirium housing unlock

A friend of mine is new and just reached ishgard.. the quest Ascending to Empirium is not appearing for him.. trying search on google but only found places where they tell "go there" or "there" (where nothing appears for now)... i prob think he just needs to go on with the story... but can someone pls tell me when exactly will it appear? (or after wich quest) does he have to finish heavensward?

According to the Eorzea Database he needs to have finished the quest "Litany of Peace", which is part of the Heavsnward epilouge.

Once Litany of Peace is completed, the NPC with the blue unlock quest icon will appear by the Aetheryte. At the same time the quest to unlock the Firmament will also appear on the wall just beyond that NPC if your friend is interested in doing the Firmament quests (no need to have any DoH/DoL classes unlocked unless your friend wants access to the crafting/gathering specific content).
